Quick answer
A 7-day Kashmir trip for a couple flying from Delhi costs roughly ₹1.4–1.6 lakh with good 3-star hotels and ₹1.8–2.4 lakh at 4-star level, including flights, 5% GST, meals and local union taxis (our estimate, October 2026). Naviora’s land package starts from ₹49,000 per person; union taxis in Pahalgam and Sonamarg are paid locally. See the 7-day Kashmir package.

From Mumbai, add about ₹10,000–15,000 per couple for flights, and from Bengaluru about ₹20,000–30,000. The full breakdown, line by line, is below.
If you only want the land part, Naviora’s 7-day Kashmir package starts from ₹49,000 per person (₹98,000 for two) plus 5% GST. That covers hotels with breakfast, a private car and driver, both phases of the Gulmarg Gondola and a shikara ride. Below we break every rupee down, show a worked total for a sample couple and month, and list the costs that catch people out at the taxi stand.

Kashmir trip cost at a glance (couple, 7 days, from Delhi)
These are totals for two people, six nights, travelling in a shoulder month such as October, November or March. Peak weeks cost more (see the season section). Everything except Naviora’s own package price is our estimate, built from the rates and sources listed further down.
| Cost for two people | Simple (good 3-star) | Comfort (4-star + 1 houseboat night) | Luxury (Khyber, Pine N Peak, Vivanta level) |
|---|---|---|---|
| Land: hotels with breakfast, car and driver, Gondola, shikara | ₹98,000 (Naviora “from” price) | ₹1,30,000–1,60,000 | ₹1,80,000–2,80,000 |
| GST at 5% on the package | ₹4,900 | ₹6,500–8,000 | ₹9,000–14,000 |
| Return flights Delhi–Srinagar | ₹20,000–30,000 | ₹22,000–36,000 | ₹25,000–45,000 |
| Local extras: union taxis, ponies, entry tickets | ₹5,000–9,000 | ₹6,000–10,000 | ₹8,000–14,000 |
| Lunches and dinners | ₹12,000–18,000 | ₹18,000–28,000 | ₹30,000–50,000 |
| Total for the couple | ₹1.40–1.60 lakh | ₹1.82–2.42 lakh | ₹2.52–4.03 lakh |
| Roughly per person | ₹70,000–80,000 | ₹91,000–1,21,000 | ₹1.26–2 lakh |
Shopping (pashmina, walnut wood, saffron, dry fruit) is not included; that is your call, not a trip cost.
The route these numbers are based on
Here is the 7-day, 6-night route we price everything on. It is the same route as our package, without the rushed “five places a day” versions that look cheap on paper.
- Day 1: Arrive Srinagar. Evening walk around Polo View Market and the Boulevard along Dal Lake.
- Day 2: Pari Mahal and the Mughal gardens (Nishat and Shalimar), then drive about 50 km to Gulmarg.
- Day 3: Gulmarg Gondola, both phases, in the morning. Afternoon drive to Pahalgam, roughly 5 hours.
- Day 4: Pahalgam valleys (Aru, Betaab and, when it is open, Chandanwari) by the local union taxi.
- Day 5: Drive back to Srinagar, about 95 km. Shikara ride on Dal Lake. Night in a hotel or houseboat.
- Day 6: Day trip to Sonamarg, about 80 km each way. Union taxi to Zero Point or a pony to Thajiwas Glacier, paid locally.
- Day 7: Airport drop.
Flights to Srinagar: the cost you control most
Flights are the single biggest swing in a Kashmir budget, because Srinagar (SXR) fares move sharply with school holidays, long weekends and the snow season. We looked at published fare data on Skyscanner India on 24 October 2026. Treat the ranges below as estimates for economy return tickets booked four to eight weeks ahead.
| From | Flight time | Shoulder months, return per person (estimate) | Peak weeks, return per person (estimate) |
|---|---|---|---|
| Delhi | About 1 hr 30 min, many direct flights | ₹10,000–15,000 | ₹15,000–22,000+ |
| Mumbai | About 2 hr 45 min direct | ₹16,000–23,000 | ₹23,000–30,000+ |
| Bengaluru | About 3 hr 35 min, few direct options | ₹21,000–30,000 | ₹30,000–38,000+ |
Delhi has by far the most choice, with roughly 269 flights a week on the route according to Skyscanner’s October 2026 listing. Mumbai had about 29 and Bengaluru about 9 a week, which is why fares from the south rise so quickly once the direct seats are gone. If you live in Bengaluru, Chennai or Hyderabad, it is worth pricing a connection through Delhi before paying for a late direct seat.
In winter, fog in Delhi or snow in Srinagar can delay flights, so avoid a tight onward connection on the way home.
Hotels and houseboats: what a night really costs
Hotels are where “simple” and “luxury” trips separate. The bands below are for a double room per night and come from 2026 published rates. They move with the season, so read them as guides, not quotes.
| Town | Mid-range | Upper-mid | Luxury |
|---|---|---|---|
| Srinagar | ₹3,000–6,000 (estimate) | ₹6,000–10,000 (estimate) | ₹15,000+ (estimate) |
| Gulmarg | ₹4,000–10,000 | ₹10,000–18,000 (e.g. Highlands Park) | ₹20,000–45,000+ (The Khyber Himalayan Resort & Spa) |
| Pahalgam | ₹3,500–8,000 | ₹10,000–16,000 | ₹18,000–30,000+ (Pine N Peak, Radisson Golf Resort) |
| Dal Lake houseboat | ₹2,500–4,000 (budget boats) | ₹4,500–8,000 (deluxe and super-deluxe) | ₹9,000–20,000+ (luxury and heritage) |
Gulmarg is the expensive night, and rooms near the Gondola base go weeks ahead in snow season. One night there is enough on this route.
On houseboats, check what the price includes before comparing. Some rates are room-only, some include breakfast and dinner, and a very cheap quote often leaves out meals and the shikara transfer to the boat. Ask for the meal plan in writing.

Car and driver for the week
You need one private car for the whole trip: airport, Gulmarg, Pahalgam, back to Srinagar and the Sonamarg day trip. Published Srinagar day rates for 2026–27 are about ₹2,600–3,000 a day for a sedan such as a Dzire or Etios in summer, and ₹3,800–4,500 for an SUV such as an Innova or Ertiga, with parking and tolls extra and peak-season rates up to 10–15% higher (rate list updated November 2025).
A sedan is fine for a couple in summer; in winter an SUV is worth it for ground clearance on snow. On our package the car and driver are included. The union taxi, below, is not.
Union taxis: the cost most Kashmir quotes do not show you
This is the biggest surprise for first-time visitors. In Pahalgam and Sonamarg, local taxi unions control sightseeing beyond the town. Your own car from Srinagar is not allowed up to Aru, Betaab or Chandanwari, or from Sonamarg market to Zero Point. You hire the union vehicle at the stand, at the union’s rate, paid on the spot.
That is why these taxis are not included in our package, and why we tell couples about them before they pay. A quote that says “all sightseeing included” for Pahalgam and Sonamarg is either adding these taxis at a mark-up or leaving you to find them on the day.
| Where | What it covers | Reported rate, Oct 2026 (confirm at the stand) |
|---|---|---|
| Pahalgam union taxi | Aru, Betaab and Chandanwari circuit, one vehicle | About ₹2,000–3,000 per vehicle, depending on vehicle type |
| Pahalgam union taxi | Aru and Betaab only (when Chandanwari is shut) | Lower than the full circuit; ask for the printed card |
| Sonamarg union taxi | Zero Point (Zojila side), return | About ₹5,000 per vehicle (2024 report; negotiate) |
| Sonamarg pony | Taxi stand to Thajiwas Glacier, return | About ₹1,000 per person (2024 report; ₹700–800 after bargaining) |
| Gulmarg in snow | Snow chains fitted at Tangmarg, or swap to a 4×4 | Chains ₹600 per pair (SDM Gulmarg advisory); 4×4 swap about ₹1,000 extra |
Union rates are revised from time to time and differ by vehicle size, so always ask to see the printed rate card at the counter and check its date. Confirm the road is open all the way before you pay. Travellers have reported being sold a full circuit and then turned back partway because the upper road was closed.
A few habits keep this cost under control:
- Ask for the vehicle type before you pay. The rate depends on the vehicle. A couple does not need a large SUV, so ask for the smallest one on the card.
- Get to the stand early. In peak months the queue at the Pahalgam counter builds up through the morning, and the valleys are quieter before 11 am.
- Keep the receipt. It shows the places you have paid for, which settles any argument about an “extra point” later in the day.
- Budget per vehicle, not per person. Union taxis are priced per vehicle, so two couples travelling together can share one and halve the cost.
The rule has legal backing. In June 2024 the Jammu & Kashmir High Court barred taxi operators from running on routes such as Aru, Betaab and Chandanwari without a valid permit for them, and in the same case criticised the administration for not stopping operators overcharging tourists (Greater Kashmir, 15 June 2024). So insist on the printed card rather than a verbal quote.

A note on Chandanwari and Baisaran in late 2026
Chandanwari is part of the classic Pahalgam circuit, but its access depends on snow, weather and Amarnath Yatra traffic. In April 2026 it was reported as still closed to tourists, along with Baisaran (Kashmir Reader, 2 April 2026). Travel guides in mid-2026 reported that the district administration had kept Chandanwari and Baisaran closed to visitors until 31 December 2026, though we could not find that order on an official site when we checked on 24 October 2026. If Chandanwari is shut on your dates, the union taxi does Aru and Betaab only and the fare is lower. We confirm the status in writing before you travel.
Activities: Gondola, shikara, ponies, gardens
Gulmarg Gondola
The Gondola is run by the Jammu & Kashmir Cable Car Corporation (JKCCC), and tickets are booked online on its official portal; do not rely on buying at the base station on the day. Reported 2026 fares per person are about ₹740–810 for Phase 1 (Gulmarg to Kongdoori) and ₹920–1,010 for Phase 2 (Kongdoori to Apharwat), so roughly ₹1,800 a head for both. Children under three are reported to ride free. A Tatkal quota, reported as 300 Phase 1 and 200 Phase 2 tickets released at 5 pm the day before, costs more and sells out quickly.
Phase 2 sells far fewer tickets than Phase 1 and can be stopped by wind at short notice, so book both phases two to three weeks ahead in peak season. Several 2026 guides also report a maintenance closure on the second and fourth Monday of each month; we could not confirm this on JKCCC’s notifications page, so check it before you fix your Gulmarg day. And keep a little slack in the plan: the Gondola was shut from 25 May 2026 after a technical fault and did not reopen until late June (Kashmir Life, 9 June 2026). Both phases are included in our package.

Shikara ride
Shikara rates on Dal and Nigeen lakes are notified by the Tourism Department, Kashmir. The last published list we found sets ₹700 for the first hour (covering about 3 km) and ₹400 for each extra hour, or ₹2,700 for a six-hour day (Greater Kashmir, June 2023). Ask to see the board at the ghat. A shikara ride is included on our package.
Ponies
Ponies are optional, but almost everyone ends up on one somewhere. In Sonamarg the pony to Thajiwas Glacier is the usual choice (about ₹1,000 per person return, reported 2024). In Pahalgam and Gulmarg, pony operators will approach you as soon as you step out of the car. Agree the price, the exact route and the time before you get on, and do not pay in full until you are back.
Mughal gardens and valley entry
Garden tickets are small: Shalimar Bagh about ₹24, Nishat Bagh about ₹30 and Pari Mahal under ₹50 per person, as reported in 2024. Betaab Valley charges a small entry fee, reported at up to ₹100 per adult. Budget ₹500 for two for all of these together.
Winter extras
From late December to February, add snow costs: boots and a long coat on hire in Tangmarg or Gulmarg, sledge rides on the lower slopes (rates are negotiated on the spot, and sledging is banned on the ski slopes themselves), and possibly snow-chain taxis. Our Kashmir winter guide covers what to wear and which weeks have the most reliable snow.
Food, cash and small daily costs
Breakfast is included in most hotel and package rates. Lunch and dinner are not. In Srinagar, Gulmarg and Pahalgam, a couple can eat well for about ₹1,500–2,500 a day at clean local restaurants and hotel coffee shops, and ₹4,000 or more a day if you eat most meals in a 4-star or 5-star hotel (our estimate). A full wazwan meal costs more, and is worth doing once. Vegetarians eat easily: every town has North Indian vegetarian restaurants, and dum aloo and nadru (lotus stem) are local vegetarian staples.
Carry some cash. UPI works in most town shops, but signal drops in the valleys and pony operators often prefer cash. Withdraw in Srinagar.
GST: what tax you actually pay
Tour packages within India are generally charged GST at 5% (without input tax credit) by tour operators, or 18% where the operator charges with input credit; our Kashmir package is quoted with 5% GST on top. On ₹98,000 for two, that is ₹4,900. Because Kashmir is a domestic trip, there is no TCS (the extra tax collected on overseas tour packages). Flights booked separately carry their own taxes inside the fare.
A worked example: one couple, November 2026, from Mumbai
Here is a worked total for a couple flying from Mumbai for 9–15 November 2026, on our standard 7-day route and the hotels listed on our package page. November is a shoulder month: autumn colour, fewer crowds and lower fares than spring. Chandanwari is assumed closed (see above), so the Pahalgam union taxi does Aru and Betaab.
| Item | For two | Basis |
|---|---|---|
| Naviora land package, 7 days / 6 nights | ₹98,000 | From ₹49,000 per person; final quote depends on dates and hotels |
| GST at 5% | ₹4,900 | 5% of the package |
| Return flights Mumbai–Srinagar | ₹34,000 | Estimate: about ₹17,000 per person return |
| Pahalgam union taxi, Aru and Betaab | ₹2,500 | Estimate within the reported ₹2,000–3,000 band |
| Betaab Valley entry | ₹200 | Up to ₹100 per person, reported |
| Sonamarg ponies to Thajiwas Glacier | ₹2,000 | About ₹1,000 per person return, reported 2024 |
| Mughal garden tickets | ₹200 | ₹24–50 per person per garden, reported 2024 |
| Lunches and dinners, 7 days | ₹17,500 | Estimate: ₹2,500 a day for two |
| Kahwa, snacks, tips for driver and boatman | ₹4,000 | Estimate |
| Total | ₹1,63,300 | About ₹81,650 per person, before shopping |
Gondola tickets for both phases and the shikara ride are already inside the package line, which is why they do not appear twice. If this couple swapped Sonamarg ponies for a union taxi to Zero Point (about ₹5,000 per vehicle), the total would rise by roughly ₹3,000. If they flew from Delhi instead, it would fall by about ₹10,000–15,000.
What pushes the cost up or down
The month you travel
| Season | Months | What happens to prices |
|---|---|---|
| Peak | April to June; Christmas to mid-January | Highest hotel rates, Gondola sells out, flights at their most expensive. April also brings the Tulip Garden crowds. |
| Shoulder | March; September to November | Better value on hotels and flights; autumn colour in October and November. |
| Quieter | Late January to February; July to August | Lower hotel rates, but snow can close roads in winter, and Pahalgam is busy with Amarnath Yatra traffic in July and August. |
This is the general pattern in published hotel and fare data rather than an official index, so use it as a guide. Skyscanner’s October 2026 data matched it for flights: October was the cheapest month from Delhi and April the dearest.

Room type and where you splurge
Upgrading every night is the fastest way to double a trip. Most couples get more out of one or two well-chosen upgrades: a lake-view room in Srinagar, or a better hotel in Pahalgam where you spend two nights. The Khyber in Gulmarg is lovely, but at ₹20,000–45,000 a night it can cost as much as the rest of the hotels put together on this route.
Houseboat nights and late flights
A deluxe houseboat costs about the same as a 4-star hotel, and every trip ashore needs a shikara, so one night is enough for most couples. Flights are the other trap: fares rise steeply as a long weekend approaches, so book them as soon as the land plan is agreed.
Ways to save that do not spoil the trip
- Travel in October, November or March. Same places, lower hotel and flight prices, shorter Gondola queues.
- Keep Gulmarg to one night and do the Gondola early in the morning.
- Pick ponies or the union taxi in Sonamarg, not both. Thajiwas by pony is the more scenic option for most couples.
- Eat lunch where the locals do. Clean local restaurants are often better than hotel buffets, at half the price.
- Book the Gondola on the official portal so you never pay a tout’s mark-up.
Where not to cut corners
- The car and driver. A well-maintained vehicle and an experienced mountain driver matter more than anything else on these roads, especially in winter.
- Gulmarg location. A cheap hotel in Tangmarg saves money but adds a drive each way, which is a poor trade in snow.
- Trip length. Squeezing this route into five days saves two hotel nights but means four long drives in a row.
If you have money for just one upgrade on a honeymoon, put it into the two Pahalgam nights. That is the only town on this route where you stay two nights in a row, and a room facing the Lidder river gets used more than a fancy room you only sleep in once. A lake-view room on the Srinagar nights is the next best use of the money.
Costs that surprise people
- Union taxis in Pahalgam and Sonamarg (see the table above). Budget ₹5,000–9,000 for two across the week.
- Tatkal Gondola tickets if you did not book ahead. They cost more and there are only a few hundred a day.
- Pony “extras”. A ride priced for one point quietly becomes three points. Fix the route first.
- Photographers in Kashmiri costume at Pari Mahal, the gardens and Gulmarg. Ask the price per photo and the number of photos before you agree.
- Snow-chain taxis to Gulmarg after heavy snow, when only 4x4s or vehicles with anti-skid chains are allowed between Tangmarg and Gulmarg.
- Mobile data. Prepaid SIMs from outside J&K are reported not to roam in Kashmir (Airtel’s prepaid terms say roaming benefits do not apply there). Postpaid connections usually work. Check with your operator before you fly, and keep a postpaid phone in the group if you can.
- Cash in the valleys. Signal is patchy at Aru, Betaab and Thajiwas, so UPI can fail exactly when the pony man wants paying.
Is Kashmir open and safe to visit now?
After the attack at Baisaran near Pahalgam on 22 April 2025, the J&K government temporarily closed 48 tourist spots. They have reopened in phases since June 2025. On 16 February 2026 Lieutenant Governor Manoj Sinha ordered 14 more reopened, including Thajiwas Glacier in Sonamarg and the Tulip Garden in Srinagar, and officials said 42 of the 48 closed sites were then open (ETV Bharat, 16 February 2026). Chief Minister Omar Abdullah told the Assembly that the remaining closed spots were expected to reopen by May 2026 (All India Radio News, 20 February 2026).
Based on these reports, everything on our 7-day route is open to visitors, except that Chandanwari and Baisaran were reported closed to tourists for the rest of 2026. Srinagar, Gulmarg, Sonamarg, Aru and Betaab are all receiving visitors. Security is visible, especially in Pahalgam, and roads can be held briefly for convoys. Our advice is simple: travel with a planner who checks the current status the week before you fly, and keep a little flexibility in the Pahalgam day.
Before you fly, check the latest district notices for Pahalgam and Sonamarg, the JKCCC notifications page, and winter road status. If something changes, the route can swap days rather than lose a place.
Frequently asked questions
How much does a Kashmir trip cost for a couple?
For 7 days from Delhi, expect about ₹1.4–1.6 lakh for two with good 3-star hotels, ₹1.8–2.4 lakh at 4-star level, and ₹2.5 lakh or more for luxury, including flights, GST, meals and union taxis (estimate, October 2026).
What is the cheapest month to visit Kashmir?
October and November are usually the best value: hotel rates drop after the summer peak and October had the lowest Delhi–Srinagar fares in Skyscanner’s October 2026 data. Late January and February can be cheaper for hotels, but snow can disrupt roads.
Is ₹50,000 per person enough for a Kashmir trip?
For the land part, yes: Naviora’s 7-day package starts from ₹49,000 per person. Once you add flights, 5% GST, lunches, dinners and union taxis, plan on about ₹70,000–80,000 per person from Delhi for a simple, comfortable trip.
Are Pahalgam union taxis included in Kashmir packages?
Usually not, and they are not included in ours. Your own car cannot go to Aru, Betaab or Chandanwari, so you hire the union vehicle at the Pahalgam stand. The full circuit was reported at about ₹2,000–3,000 per vehicle in 2026; check the printed card.
How much is the Gulmarg Gondola ticket?
Reported 2026 fares are about ₹740–810 per person for Phase 1 and ₹920–1,010 for Phase 2. Book only on the official JKCCC portal. Tatkal tickets cost more.
How much does a shikara ride cost in Srinagar?
The Tourism Department’s notified rate is ₹700 for the first hour and ₹400 for each extra hour on Dal and Nigeen lakes, or ₹2,700 for six hours (published June 2023). Ask to see the rate board at the ghat.
Is there TCS on a Kashmir tour package?
No. TCS applies to overseas tour packages. A Kashmir package is domestic, so you pay GST (5% on our package) and no TCS.
Will my prepaid SIM work in Kashmir?
Prepaid connections from outside J&K are reported not to work there. Postpaid usually works. Confirm with your operator before you travel.
Is Kashmir a good choice for a honeymoon?
Yes, for couples who like mountains, gardens and a slower pace. It is also one of the few honeymoon destinations with snow that needs no visa or long-haul flight. Our list of honeymoon destinations for Indian couples compares it with options abroad.
